The war has fundamentally transformed Ukraine’s energy sector. Missile attacks have destroyed or damaged hundreds of energy infrastructure assets, resulting in widespread power and heat outages across entire regions. Despite these challenges, the Government of Ukraine is not only restoring damaged energy infrastructure but also building a new architecture for the country’s energy system.

 

Today, the focus is on transforming the energy sector by shifting from a centralized model to a decentralized, resilient, and flexible energy system with the extensive deployment of renewable energy sources (RES) and advanced technologies.

 

Government Programs and Legislative Initiatives

 

The recovery of the energy sector has been designated as one of the Government’s top priorities. By the end of 2025, 3.2 GW of damaged energy infrastructure is to be restored, most of which has already been repaired.

 

The Ministry of Energy of Ukraine is currently developing a comprehensive strategy that combines the rapid restoration of damaged generation capacity with the modernization of the energy market and its integration into the European energy system.

 

Among the key initiatives:

 

  1. Accelerated Renewable Energy Development Zones (RES)
    Special designated areas are planned where new solar and wind power plants can be developed at a faster pace, through improved access to infrastructure and streamlined permitting procedures.
  2. Market coupling
    This is a step toward integrating Ukraine’s electricity market with the European market. Such synchronization will open new export opportunities and ensure more transparent pricing rules.
  3. Tax Incentives
    The Ministry of Energy supports the extension of VAT and customs duty exemptions on the import of solar panels, wind turbines, and energy storage systems beyond 2025. This measure will contribute to sector development and enhance the investment attractiveness of the market.

 

Optimism is further supported by the fact that state policy reforms are accompanied by prominent regional projects that are emerging as symbols of Ukraine’s new energy future.

 

Wind Farm: Energy of the Mountains

 

In Zakarpattia region, the wind farm of LLC “Friendly Wind Technologies” has already generated its first 25 million kWh of clean energy.

 

This is one of the most ambitious projects in the sector: the company plans to install up to 100 wind turbines per year, each with a capacity of up to 5.5 MW, while the total capacity of the planned power plants will exceed 1.5 GW.

 

Zakarpattia region is already one of the leading regions in the development of new generation capacity. In the first half of 2025, the region commissioned an additional 19 MW of wind power capacity. This experience demonstrates that decentralized energy centers can enhance energy security even under the difficult conditions of wartime.

 

Kryvyi Rih: Solar Power Plant for Mining Operations

 

Another illustrative example is the construction of an autonomous solar power plant in Kryvyi Rih to meet the needs of one of the local mines. The project was initiated by the “Sukha Balka” mining company, which faced electricity shortages and strict consumption limits.

 

Approximately 3,000 solar panels, each exceeding two meters in size, are currently being installed on site. The planned capacity of the power plant is 2 MW, which will help partially compensate for the electricity shortage and ensure the continuous operation of a critical infrastructure facility.

 

The decision was made at the beginning of 2025; however, due to delays in equipment delivery, construction was postponed by several months.

 

Completion of installation is planned for September 2025, while the expected payback period of the investment is four years. This is an example of how business is taking on the role of a driver of local energy independence.

 

Lviv Region: Focus on Distributed Generation

 

Lviv Region is actively developing distributed generation to ensure system stability during potential peak load periods. The region is implementing a number of autonomous solar power projects for public utility facilities, including hospitals, schools, and water utilities.

 

These projects are financed through state programs and with the support of international donors. They create a model of energy resilience in which each community is able to ensure a minimum required level of electricity supply in critical situations.

 

Funding and International Support

 

Ukraine is receiving substantial support from international partners for the recovery and development of its energy system:

 

  • A USD 200 million World Bank grant is directed toward the protection of power substations and the modernization of critical energy infrastructure. It also finances the deployment of autonomous power solutions for social infrastructure, ensuring reliable electricity supply for communities even in emergency situations.
  • Ukrgasbank and Sense Bank offer concessional loans for companies investing in renewable energy sources (RES), with partial compensation of interest rates.

 

As a result of such cooperation, a new energy financing model is being formed, focused on sustainability and long-term efficiency.

 

Challenges in the Recovery Process

 

Despite significant progress, the energy sector continues to face a number of challenges:

 

  1. Workforce Shortages – there is a shortage of specialists with expertise in modern energy storage systems and renewable energy technologies. Many highly qualified professionals have been mobilized into the Armed Forces, while training and educational institutions are struggling to keep pace with the rapid development of the sector.
  2. High Equipment Costs – the rising cost of imported equipment and components increases the financial barrier to entry for new energy projects.
  3. Administrative and Regulatory Procedures – delays in obtaining approvals for project documentation and land allocation continue to slow the development of the energy market.
  4. Dependence on Weather Conditions – ensuring a stable electricity supply from renewable energy sources requires large-scale energy storage systems, which remain capital-intensive and costly to deploy.

 

Overcoming these challenges is only possible through systematic cooperation between the government, the private sector, and international partners.

 

New Energy Architecture

 

Ukraine is gradually developing a new energy architecture that is more resilient, decentralized, and supportive of renewable energy sources.

 

State initiatives are laying the foundation for rapid recovery, while real-world cases in Zakarpattia, Kryvyi Rih, and Lviv demonstrate how communities and businesses are becoming key drivers of transformation.

 

Energy system resilience today is not merely about repairing damaged assets, but about building a new development model that combines independence, security, and integration with the European energy system.
