October 2025 was another reminder that the threat of blackouts in Ukraine is far from hypothetical. The aggressor has intensified attacks on the power system, changing its tactics: from large-scale strikes on major substations to targeted attacks on regional power grids, gas distribution infrastructure and hydropower plants.

 

The targets now include facilities that are critical for maintaining heat supply, water supply and the stable operation of the power system.

 

This is forcing Ukraine to adapt rapidly. Recovery can no longer be limited to a purely technical response. It is becoming a multi-level strategy focused on resilience, decentralization and the long-term transformation of the country’s energy architecture.

 

New Challenges, New Priorities

 

According to official data, more than 20 energy facilities were hit in October alone, including 110 kV networks and gas production infrastructure. The enemy’s objective is not only to inflict damage, but also to leave individual communities without heat and water, undermining public morale.

 

At the same time, the vulnerability of hydropower plants used for system balancing is increasing, while the importance of local energy systems is growing. Small boiler houses, distributed generation sources and autonomous backup systems are becoming increasingly critical.

 

This is why the priorities of Ukraine’s energy strategy are shifting from reactive recovery to a comprehensive transformation of the entire system.

 

Coordination That Saves Time and Resources

 

One of the Government’s responses has been the creation of a Coordination Centre for Engineering Protection. It will bring together representatives of central and local authorities, as well as critical infrastructure operators.

 

The centre’s task is to set funding priorities, coordinate recovery works and monitor the pace of implementation.

 

In addition, procurement and construction procedures have been simplified, while state budget financing for these works will be accelerated through an updated list of protected expenditures. Reserve funds have been directed towards strengthening energy facilities in frontline regions.

 

The Verkhovna Rada has also registered and is reviewing two draft laws amending the Customs Code of Ukraine. The documents propose extending the exemption from customs duties and VAT on imported energy equipment until January 1, 2027. This includes equipment for wind, solar, hydropower and thermal power plants, gas-fired piston-engine and gas turbine power plants, as well as energy storage systems.

 

A Shift Towards Decentralization

 

In today’s conditions, when the centralized power system remains vulnerable to attacks, more and more Ukrainian businesses and communities are looking for alternatives.

 

One of the most visible trends is the development of distributed generation and the deployment of energy storage systems. These are local power sources that allow consumers to become more autonomous, without relying entirely on centralized supply.

 

This transition is already gaining momentum. For example, IDS Ukraine has built its own solar power plant, which allows the company to reduce electricity costs by up to EUR 200,000 per year. The company also plans to launch another plant. This is not only about savings: having an in-house source of electricity is becoming a matter of resilience and survival.

 

Another notable example is the Inzhur Energy project. Its gas-fired piston-engine power plant with a capacity of more than 35 MW is one of the largest distributed generation cases in Ukraine. What is particularly striking is that thousands of citizens took part in financing the project. The minimum contribution was only UAH 6,200, but collectively these investments helped bring a large-scale project to life.

 

This demonstrates a new model: energy infrastructure can be built not only through large capital, but also through collective effort.

 

Financial institutions are also adapting to the new reality. UkrEximBank, for instance, supports projects that combine several revenue streams, as this reduces risks and makes business plans more resilient. The bank is ready to cooperate with other lenders when it comes to large-scale facilities and sees such solutions as part of the future.

 

Step by step, a new energy map of Ukraine is emerging — not only with major transmission-level facilities, but also with a network of independent generation points capable of supporting communities and businesses in the most difficult moments.

 

The Future: Market Integration, Investment and Reform

 

Despite the war, Ukraine’s energy sector is already looking ahead. The strategic planning horizon is no longer limited to the next winter — it extends to 2028.

 

By that time, Ukraine is expected to be able to fully integrate into the EU’s single electricity market. So-called market coupling is not just a technical opportunity, but a major breakthrough. It will allow Ukraine to sell electricity on Europe’s competitive market, attract investment and, most importantly, make the Ukrainian power system part of the European energy space.

 

Several systemic issues must be addressed along the way. One of them is the independence of the National Energy and Utilities Regulatory Commission. Without an independent regulator, investors will not have sufficient confidence.

 

At the same time, discussions continue on legislative changes related to green auctions, which are intended to attract more private capital into renewable energy.

 

Work is also underway on so-called projects of common interest with the EU. These are large-scale initiatives financed by both sides and carrying geopolitical significance.

 

However, not all strategic steps enjoy unanimous support. In particular, the idea of completing additional units at the Khmelnytskyi Nuclear Power Plant has divided the expert community.

 

One view is that this is an outdated and financially risky solution, while the future belongs to renewable sources, which can be built faster, are cheaper to operate and do not carry the same level of vulnerability. Analysts who support this position refer to global trends: solar energy has already become the cheapest source of electricity in the world.

 

At the same time, the reliability, stability and capacity of nuclear generation suggest that the right answer lies somewhere in the middle. In other words, the development of nuclear energy — including the completion of the Khmelnytskyi NPP units — remains one of the priorities.

 

The future of Ukraine’s energy sector will therefore depend on a combination of flexible solutions, different technologies and European rules of the game. The war has not cancelled the strategic goal; it has only made it clearer that sustainable development is possible only on the basis of resilient and well-considered decisions.

 

Resilience Through Diversification

 

Today, Ukraine is not simply restoring damaged facilities. It is rethinking the architecture of the entire power system.

 

From a centralized model to a decentralized one.

 

From temporary solutions to institutional change.

 

From responding to attacks to proactive modernization.

 

The key priorities are:

  • rapid coordination between the state, communities and businesses;
  • investment in distributed generation and energy storage systems;
  • European integration and legislative reforms.

 

This is the kind of strategy that makes it possible to preserve energy independence even under attack — while laying the foundation for post-war reconstruction.
